Building Dispensations/Report and Consent

Report and Consent - Part 5 (Regulations 73 - 97)Consent of Council for structures that are yet to be constructed. If the allotment is under 300m² a planning permit may be required. Please check with your appointed Building Surveyor.
Report and Consent Under Regulation 116Consent of Council for the erection of precautions (hoarding along street boundary only) over the street alignment in accordance with Building Regulation 116 Public Precaution Measures

Subdivision StatementTo successfully lodge your Subdivision Statement Application online you will need the following:

  • Written and signed confirmation to act as agent of the owner of the building
  • Copy of the proposed Plan of Subdivision
  • Copy of the current Property Title including any referenced Diagram Location, Encumbrances, Caveats and Notices
  • Copy of the Approved Building Permit Documentation
  • Copy of the Occupancy Permit for each applicable unit

Access Through Reserve PermitAn Access Through Reserves Permit is required for all circumstances where a property owner and/or their contractor needs access to private property through an adjoining Council reserve or Council property for any building works or similar.

Photographs of the surrounding Council Assets (Footpath, Kerb and road etc.)

Legal Point of Discharge ReportAs part of your Building Permit application, you will need to obtain a ‘legal point of discharge report’ for your property. You may also need to obtain a legal point of discharge report if you are preparing Engineering Plans for Council approval.
Nature Strip PlantingA Permit is required to undertake landscaping works on nature strips.

Non-Utility Works - Works within Road ReserveA Non-Utility Minor Works application is required if you need to carry out any Service Authority works on Council land. The types of works, including any service supply tapping, include:

- Water supply
- Gas supply
- Electricity
- Telecommunications
- Fire service
- Under-road boring
- Water main renewals
- Sewer branches

If the works are for stormwater connections in a road reserve, Council reserve or an easement, a Stormwater Connection Permit is required instead of this permit.

Occupy Part of RoadwayEven if it is only for a short time, if you are going to occupy part of any kind of roadway, laneway, footpath, nature-strip, car-park or reserve, you need a permit. ‘Occupying’ the roadway includes:
  • Road closure
  • Mobile crane operation
  • Concrete pumps operation
  • Placement of shipping containers
Reserve Gate Access PermitApply for a reserve gate access permit for a gate between your property and a Council reserve.
Stormwater Connection PermitA Stormwater Connection Permit is required before connecting or making changes to Council’s drainage system. This system includes underground drains, drainage pits and kerb and channel.
This permit allows us to check the private drainage work whenever a new connection or alteration to our drainage system is carried out by building works.
Utility Works ConsentLodge a Utility Works Consent by a public authority or utility company for:

Minor Works
• Non excavation works conducted on road, path or shoulder. Works include hauling, splicing, surveying, maintenance and inspection activities;
• Directional bore under roadway without impact or damage to existing road infrastructure. Works can include minor disruption to naturestrips and pathways;
• Works that are within naturestrips and pathways and do not impact traffic. Works could include small areas of excavation less than 10m2.

Major Works
• Excavation works that affects road pavements and road related infrastructure such as traffic islands, pits, pipes etc;
• Directional bore within roadway which may require several open cut sections;
• Works that are within naturestrips and pathways and may impact local traffic. Works could include areas of excavation greater than 10m2
• Installation of above ground infrastructure.

Mains Renewals and Major Upgrades
• Major works conducted on roadway, naturestrips, pathways or council land/open space that significantly affects road and other council related infrastructure.
Utility Works - Notification of ‘Completed’ WorksNotification of emergency works and completed works by a utility company.
Vehicle Crossing PermitA vehicle crossing is the part of the driveway that crosses the footpath and nature strip. If you are building, relocating or altering this area in any way, you will need a vehicle crossing permit.
Works ZoneA works zone is a temporary zone outside a building site, commonly used for providing exclusive spaces to construction-related vehicles. The zone will only be at the frontage of the property where the works are happening.

Pre-ApplicationA pre-application meeting enables you to receive preliminary advice on your proposal from a statutory planning officer prior to lodging an official planning permit application.
Tree Removal within VPOApply to remove more than one tree located within the Vegetation Protection Overlay.

Multiple DwellingAll unit development in residential zones. This includes the development of any dwelling on a site where a dwelling already exists.
